Re-use of site won materials can result in significant cost savings by both reducing the amount of raw material imported to site and by reducing waste haulage fees, landfill gate fees and landfill tax for material taken off site. According to UK Environmental Permitting Regulations and the EU Waste Framework Directive, materials should only be re-used under a suitable Environment Agency Environmental Permit or Exemption, or managed under an appropriate protocol such as WRAP, or the CL:AIRE Definition of Waste: Development Industry Code of Practice (2011) (DoW:CoP).
To re-use site won material on development sites there must be certainty of legitimate use in construction or landscaping i.e. the material cannot be buried or mounded with no defined purpose, effectively creating an unlicensed landfill.
Sub Surface can offer advice on the various ways to re-use material on site, provide Materials Management Plans and Design Statements for the management of materials under the DoW:CoP and subsequent Validation Reports on completion of the project. Sub Surface Consultants are also able to fulfil the role of Qualified Person to review risk assessments and MMPs and submit the required declaration to CL:AIRE.
